  • SNAP: Benefits are expected to be issued in full and on the regular schedule through at least October.  If the shutdown continues beyond that date, Texas HHSC will await guidance from USDA on how to proceed. Key points to note:
    • If funds are not received in time from USDA, some or all clients may experience delays in November benefits (normally issued on a staggered schedule from the 1st–15th).
    • States cannot use their own funds to issue SNAP benefits during a shutdown; “state reserves” are not an option.
    • If November benefits are delayed, participants will receive them retroactively once the government reopens.
    • HHSC will communicate promptly with clients and community partners if benefit issuance is expected to be affected.
  • WIC: Texas WIC reports it can operate through the end of October. WIC cards will continue to work, benefits will remain active, and services will not be interrupted.
  • TANF: TX HHSC recently informed advocates that the agency has 4 months of TANF funds on hand.
  • School and Child Nutrition Programs: These programs are expected to operate without disruption through at least October. Because schools are reimbursed after the service month, meal programs should continue as usual.
